Home Investments Partnership

The HOME Investment Partnership Program (HOME) was established by HUD to expand the amount of decent, safe, and affordable housing in Ocean County.

The HOME program, which is administered by the County Planning Department, has been established since 1992. The Ocean County municipalities of Brick, Toms River and Lakewood Townships administer their own CDBG Housing Rehabilitation Programs.The Ocean County Consortium receives a HOME Investment Partnership Program Block Grant each year from the U.S. Department of Housing and Urban Development. These funds are used to create affordable housing for low and moderate income households.

The HOME Program is providing Ocean County with funding needed to continue the FIRST-TIME HOMEBUYER GRANT PROGRAM. The purpose of this program is to assist first time homebuyers with funds for closing costs and down-payment assistance. The goal of this program is to help Ocean County residents achieve their dream of homeownership.

O.C.E.A.N., Inc. is the administrator for the Ocean County Consortium's First-Time Homebuyer program. The program brings together County government agencies with many area lenders in a cooperative effort to increase the opportunity for homeownership among the County's low to moderate income households.

Interested individuals and families can contact the O.C.E.A.N., Inc. Housing Counselor 732-244-5333, Ext. 1110 or email MLamela@oceaninc.org. Program eligibility is determined by a number of factors, including HUD income guidelines, US citizenship and residence in Ocean County, steady employment history, income stability and credit score.

Upon pre-certification approval, all eligible applicants must attend a free introductory workshop that covers the basics of home buying and homeownership including topics such as determining how much you can afford, the importance of your credit report, the mortgage application process, and a review of homeownership responsibilities. Those who do not qualify for the First Time Homebuyer program may decide to utilize other O.C.E.A.N., Inc. Housing Counseling services to obtain assistance in developing a savings plan, repairing and maintaining good credit, and budgeting for homeownership.

GETTING STARTED IN THE FIRST TIME HOMEBUYER PROCESS:

  1. REVIEW the ELIGIBILITY REQUIREMENTS as listed in the PROGRAM GUIDELINES, including the HUD Income Limits.

  2. CONTACT THE HOUSING COUNSELOR to register for the program and request the Pre-Application Packet. (email MLamela@oceaninc.org)

  3. The Housing Counselor will email you a link to SCHEDULE A PHONE INTERVIEW to complete Pre-Screening and guide you through the entire homebuying process from program registration to closing.

Owner-Occupied Housing Rehab Administering Agency

Affordable Housing Alliance is under contract with the County of Ocean to administer the day-to-day operations of the HOME Rehabilitation Program. The purpose of the the program is to provide moderate and substantial rehabilitation to owner-occupied low and moderate-income households.

The program rehabilitates dwellings to meet local and state building codes. The moderate rehabilitation program provides ten-year deferred loans from $1,000 to $24,999. The substantial rehabilitation program provides deferred loans from $25,000 to $50,000, which also requires a ten-year deferred loan. All funding requires a twenty-five (25) percent match.

Tenant-Based Rental Assistance Administering Agency

Tenant-based rental assistance (TBRA) is a rental subsidy to help individual households afford housing costs, such as: rent, utility costs, and security and utility deposits.
