The Ocean County Draft 2010 Five-year Consolidated Plan has been developed in accordance with the federal regulations related to the Consolidated Plan.

The Plan is the mechanism for continued funding under the following programs: Home Investment Partnership Program (HOME), Community Development, Block Grant Program (CDBG).

The FY 2010 Consolidated Plan and Action Plan has been developed in accordance with the County’s adopted Citizen Participation Plan, which provides for and encourages citizen participation during the program’s planning process. Beginning Tuesday, April 6, 2010 copies of the Draft Consolidated Plan and Action Plan will be available at the Ocean County Planning Department, 129 Hooper Avenue (1st Floor), Toms River, NJ and branches of the Ocean County Public Library system.

The Ocean County Planning Department will accept written public comments for a 30-day period beginning April 6, 2010 through May 5, 2010.

A public hearing is scheduled for Tuesday, April 6, 2010 at 4:00 pm. A second public hearing is scheduled for Monday, April 19, 2010 at 4:00 pm in the Cafeteria/Meeting Room located on the second floor of 129 Hooper Avenue, Toms River, NJ, to solicit comments regarding the FY 2010 Consolidated Plan and Action Plan as well as the Analysis of Impediments to Fair Housing Choice, which will be included as part of the Consolidated Plan process. The meeting location is fully accessible to persons with physical abilities.

The Planning staff will review ALL comments and respond to EACH commentator in a timely manner. Based on this information, the Plan will be revised and presented to the Board of Chosen Freeholders at the April 28, 2010 Pre-Board meeting. The final public hearing will be at the Board of Chosen Freeholder’s meeting scheduled for May 5, 2010. The deadline for submitting the Plan to the US Department of Housing and Urban Development is May 15, 2010. Allocations are pending official notification from the U.S. Department of Housing and Urban Development’s final FY 2010 allocation.

Draft 2010 Action Plan
 
The Action Plan section provides a listing of the specific project activities proposed to be undertaken by the Consortium with anticipated resources from the HOME and CDBG programs. In 2010, the County of Ocean anticipates the receipt of $1,408,758 in HOME funds and $1,333,342 in CDBG funds.

A section of the Action Plan also provides a listing of the projects proposed to be carried out by the Brick Township CDBG Program. Brick Township anticipates the receipt of $383,243 in FY 2010 CDBG funding; major activities proposed are: housing rehabilitation, public services, program administration, public facilities and infrastructure development.

Another section of the Action Plan provides a listing of the projects proposed to be carried out by the Lakewood Township CDBG Program. Lakewood Township anticipates the receipt of $850,299 in FY 2010 CDBG funding; major activities proposed are: housing counseling, public facilities, public services activities, fair housing and program administration.

A third section of the Action Plan provides a listing of the projects proposed to be carried out by the Toms River Township CDBG Program. Toms River Township anticipates the receipt of $490,574 in FY 2010 CDBG funding; major activities proposed are: housing rehabilitation, code enforcement, public facilities, public services and program administration.

A final section of the Action Plan provides a listing of the projects proposed to be carried out by the Jackson Township CDBG Program. Jackson Township anticipates the receipt of $215,183 in FY 2010 CDBG funding; major activities proposed are: roadway improvements and program administration.
