The County of Ocean is an Urban County entitlement which consists of twenty–nine (29) municipalities. Separate entitlement communities include four (4) municipalities: Brick, Toms River, Lakewood, and Jackson Townships. Each separate entitlement community receives their own funding under the Community Development Block Grant (CDBG) Program. Unlike the other entitlement communities, Jackson Township elected Ocean County to administer their program. Subsequently, Jackson Township’s CDBG Program is included within the County of Ocean’s Action Plan.

The County formed a Consortium for the purpose of receiving a formula allocation under the HOME Investment Partnership Program. The grant program begins on the date July 1st annually for the County of Ocean and all four (4) separate entitlement municipalities, Brick, Toms River, Lakewood and Jackson. This provides a coordinated effort for the flow of funding to provide eligible public services and project activities within the County. The County of Ocean is the Lead Agency for the Consortium, for the purposes of receiving a formula allocation under the HOME Program.

Action Plan Summary:

The Action Plan provides a listing of the specific project activities proposed to be undertaken by the Consortium with anticipated resources from the HOME and CDBG programs. In FY 2012, the County of Ocean anticipates the receipt of $916,746 in HOME funds and $1,035,198 in CDBG funds.

  • A total of 28 applications were received requesting CDBG funding.
  • The total amount of anticipated CDBG funding available for Ocean County is $1,035,198.00
  • 14 municipal projects were awarded funding for a total of $405,000.00
  • 14 Public Service and Regional Non-Profit projects were awarded funding for a total of $180,000.00
  • Housing Projects and Programs were awarded funding for a total of $302,500.00

Brick Township
2012 CDBG allocation: $274,835.00 – Major program activities proposed are: Housing Rehabilitation, Public Services, Affordable Housing Infrastructure, and Program Administration.

Toms River Township
2012 CDBG Allocation: $349,846.00 – Major program activities proposed are: Housing Rehabilitation, Public Services, and Program Administration.

Lakewood Township
2012 CDBG allocation: $873,048.00 – Major program activities proposed are: Housing Rehabilitation, Public Services, Public Facilities, and Program Administration.

Jackson Township
2012 CDBG allocation: $194,082.00 – Program activities proposed are: Neighborhood Facilities. Ocean County will continue to administer the Township’s CDBG Program.

  • A 30-day public comment period began March 30, 2012 through May 1, 2012.
  • A Public Hearing was held on March 27, 2012; a second Public Hearing was held on April 12, 2012; and a final Public Hearing will be held on May 2, 2012 at the Board Meeting.
